In December 2003, a joint venture of Impregilo and Secol (in which Impregilo held a 75% share) was awarded a construction contract by ANAS, the road administration, involving a tunnel in the municipalities of Monza and Cinisello Balsamo to sink underground the SS 36 road to Lake Como and the Spluga valley that links with the north Milan motorway system. Further to the decision by Secol to pull out and the subsequent action in justice by the defeated bidders, the regional administrative court (TAR) ruled that the project should be put out to tender again. However, Impregilo counter-attacked and the state council appeals court finally cancelled in June 2007 the lower court decision and confirmed the legitimacy of ANAS' decision to leave the contract in the hands of Impregilo alone. In September 2007, ANAS and Impregilo signed an agreement stipulating that the contract would be re-awarded to Impregilo and that a new technical project would be designed. The new project was approved by ANAS on 18th December, 2007 and the new contract re-awarded on 11th January, 2008. The total cost of the project has now ballooned to EUR229 million instead of the original EUR140 million. The scheme includes a 2.1 km tunnel in Lombardia Blvd in Monza, to be constructed using diaphragm walls. Compared to the initial project, the tunnel has been extended 85 metres to the south. Other main works include the relocation of the Monza-Desio sewer, the Devizzi-Casignolo and Caldara-Matteotti underpasses, the Muggiò slip road, and the Cinisello Balsamo junction with highway A4. The project is set to be completed by 28th September, 2011. Visit www.impregilo.it 04/08.
