The construction contract for the EUR133 million Lai Chi Kok Transfer Scheme, advertised at tunnelbuilder.com earlier this year, has been awarded to Leighton Asia. The project includes two 4.9 m-diameter storm water drainage tunnels with total length of 3.7 km between West Kowloon reclamation and Lai Chi Kok and Sham Shui Po districts, six intake shafts, a stilling basin, an outfall adit into Victoria Harbour, and 270 m of 3 m-diameter connection adits. Citilog’s Intelligent Real-Time Video-Based Incident Detection Solution for Tunnels 14.04.2008

Anti-intrusion solution provides 4D-based incident detection that can be used with existing infrastructure to manage traffic, security and safety operations. Video-based detection systems enable rapid detection of incidents and can be tailored to instantly identify and alert management about various incidents. Recently, Citilog introduced MediaIntruder, its intelligent incident detection software-based solution. MediaIntruder automatically detects in real time any indoor or outdoor intrusion activity using video streams from video surveillance cameras. It uses existing camera infrastructure for rapid deployment and lower total cost of operation while enabling effective incident and intrusion detection in mission-sensitive indoor or outdoor environments.

MediaIntruder is based on patented 4D (time and 3D analysis) full-frame video processing technology. This technology enables the solution to reliably detect various types of intrusion, from simple intrusion detection in a 3D zone, to forbidden trajectories (movement from one place to another) detection. During an incident, the monitor displaying the video feed flashes the location of the incident in red, highlighting the specific image of the intrusion and providing alarm-based notification as well. This automation greatly reduces the risk of human-eyes not detecting the intrusion.

With MediaIntruder, events are detected immediately and an alarm is instantaneously provided to operators. MediaIntruder provides traffic, security and related operations centres with a fast detection of such events and with reliable alarms to enable quick and proactive action to incidents in time to potentially affect a more positive outcome. MediaIntruder allows the implementation of large scale anti-intrusion systems, where one single operator would normally not be able to monitor each video stream efficiently or effectively.

Based on more than 10 years of research and development, MediaIntruder processes images from colour or black and white cameras, on fixed cameras, or with IR or thermal cameras. It is adaptive to various lighting and weather conditions while allowing monitoring of 100+ metres. The software runs on standard hardware and communication protocols and features client-server architecture as well as a simple user-friendly interface designed with and for operators to minimize any learning curves. It includes a database for incident archiving of video clips and integrates elaborate self-diagnosis features.

Citilog’s software-based systems use existing video signals from any closed circuit TV (CCTV), fixed, pan-tilt-zoom (PTZ), analog, IP or other camera, thus requiring no new hardware or infrastructure additions. These video signals are fed into Citilog’s video detection units that process video signals and create instant incident alarms or provide traffic data to enable future traffic planning. The solution is proactive in that it provides true incident detection as events happen instead of the traditional passive use of video monitoring usually used for verification long after an incident has come and gone.
