| Safety and Security in Roadway Tunnels in the US |

In light of several severe roadway tunnel fires in Europe in the past few years, the European Union has undertaken a comprehensive research programme designed to characterize tunnel fire hazards and evaluate mitigation strategies.
Meanwhile, increasing traffic in the United States make underground structures increasingly attractive for highways and transit. Based on an increased concern for safety and security in the US inventory, the American Association of State Highway and Transportation Officials (AASHTO) subcommittee on bridges and structures created the technical committee on tunnels (T-20) to address this problem. T-20 leads the development of AASHTO guidelines for existing and new tunnels, working with NFPA, the Federal Highway Administration (FHWA), and others with respect to standards and guidelines for highway tunnels and passenger and freight rail tunnels.
An 11-member team of FHWA and state highway officials was formed to study European practices for tunnel safety. Team members identified a number of underground transportation system initiatives and practices that varied from those in the US in some respect. The team recommended that nine of these initiatives or practices be considered for further study in the United States. Among the priorities the team identified was an evaluation of the effectiveness of automatic incident detection systems and intelligent video for tunnel safety and security.
As a next step, T-20 requested and received approval to conduct a workshop on research needs for safety and security in roadway tunnels. The goal of the workshop was to review the state of the art and develop recommendations on research needs for improving safety and security in roadway tunnels for consideration by T-20. The workshop was held on 29th and 30th November, 2007 in Irvine, California. The NFPA has issued a report in March 2008 that presents the results of the workshop.
