International Economic Stimulus Packages were identified as creating unprecedented opportunities   for the tunnelling profession.Professor Arnold Dix, addressing the 3^rd International China Tunnelling Conference  identified the  challenges and opportunities  for the tunnelling profession globally.

Dix urged Engineers to take “their rightful place” as project leaders.

“Engineers understand the risks, understand the realities and are trained to get things done..”  While lawyers and bankers have their place besides us – it is the technically competent whom must stand up and deliver these complex infrastructure stimulus projects – more so today than ever before”

 Professor Dix completed a lively presentation comparing the Heathrow Terminal (UK), Nicol Highway (Singapore) and San Paulo (Brazil) collapses – arguing forcefully that organisational issues (human controlled) underscored each of the collapses – and that “technically” they were  avoidable. He noted  that in each instance geotechnical modelling and monitoring indicated instability issues long before the collapses (although it was either not recognised as such or not acted upon)

Dix warned the audience that expertise was in short supply – but that this would be good for the professions. “Stand up – lead by example – our society needs your expertise more so today than it has in the last 100 years ….you are the best people to perform these tasks – so perform! “ he urged.
