L-SURF (Large-Scale Underground Research Facility on Safety and Security) is a joint initiative by some of Europe's leading institutions on safety and security of underground spaces. In due time, L-SURF will bundle the strengths of the initiating partners from five different countries, providing a full range of services, which besides full scale testing includes training and education and also act as integrating nucleus for Pan-European activities on safety and security in underground spaces. In March 2008, the L-SURF consortium will set up a new European organisation aiming at offering a complete and totally new set of services to private and public stakeholders of safety and security of underground and enclosed spaces.
The L-SURF consortium invites for the second call for expression of interest in the development of the future Pan-European research infrastructure for safety and security in underground and confined spaces. Applicants are requested to fill in the ‘General Application Form' available at the website or here Applicants are also invited to fill in 'Specific Application Form(s)' that are most suitable to them. The submission of 'Specific Application Forms' enables the L-SURF consortium to react in a more specific way to an application and is therefore highly appreciated. Expressions of interest must be submitted before 30th October, 2007.
With this call for expression of interest, the existing L-SURF consortium aims at approaching individuals and organisations who would like to contribute to the objectives and activities of the future L-SURF organisation.
The European L-SURF organisation will be devoted to safety and security of underground and confined spaces. The L-SURF organisation will put in place a broad variety of activities and services which will include, for example, real-scale experiments, laboratory and reduced scale experiments, theoretical and analytical research, learning courses, training for emergency services and operators, and advisory and expert services.
These activities and services will be carried out through the L-SURF organisation which will follow one or a combination of the following scenarios:
• Scenario A - L-SURF is a co-ordinating network between existing European research facilities. Its core competence is coordination and harmonisation, its organisation small and efficient.
• Scenario B - L-SURF is responsible for test design and test conduction, but also for analyses and conclusions from test results by using existing large scale experiment facilities. Tests will be performed in the facilities of L-SURF partners.
• Scenario C - Extension of Scenario B by the construction of (a) new facility(ies) to cover the gaps of existing facilities identified in the scope of L-SURF. The 'Gap Facility(ies)' will enable new necessary R&D activities to be carried out.
• Scenario D - Extension of Scenario B by the building, operation and co-ordinated use of a completely new facility with unique large scale features for experimental R&D, testing and training.
