The construction contract for the EUR133 million Lai Chi Kok Transfer Scheme, advertised at tunnelbuilder.com earlier this year, has been awarded to Leighton Asia. The project includes two 4.9 m-diameter storm water drainage tunnels with total length of 3.7 km between West Kowloon reclamation and Lai Chi Kok and Sham Shui Po districts, six intake shafts, a stilling basin, an outfall adit into Victoria Harbour, and 270 m of 3 m-diameter connection adits. | China to Fine Subway Companies that Fail to Have Emergency Plans |

| Subway companies which do not have emergency response plans will be fined up to CNY100,000, according to a draft regulation on urban public transportation publicized by the Legislative Affairs Office of the State Council. With eight articles and 62 provisions, the draft regulation has some provisions on subway management. The draft regulation requires subway companies to establish emergency plans, be equipped with fire extinguishing system, flood control system, warning system, and safety surveillance screens.
The draft regulation stipulates that when a natural disaster or other accident occurs, the subway company must evacuate passengers, rescue injured people, remove obstacles and restore normal operation strictly according to its emergency response plan.
Some Chinese booming metropolises, such as Beijing, Shanghai and Guangzhou, have subways. Over recent years, subway accidents, such as fires and suicide attempts have made public more worried about subway safety. On 26th August, 2005 one carriage of a Beijing subway train caught fire on the loop line during rush hour but no casualties were reported in the accident.
China issued a state-level subway accident response plan in 2006, which says that when an accident, such as fire, earthquake, explosion and blackout occurs, subway companies must report the incident to police within one hour. 16/07.
